I'm having this same problem, today, either if I try to upload from my computer with a bash script, or through the web interface, and even if I try to upload via web (ie, not from my computer, but with a URL). I have the same IP address I've had for several years (from which I have successfully uploaded many times), and can verify that I'm seen from outside my LAN by said IP address.  I am not using Tor.
Yesterday I could upload fine from here, by all above mentioned methods. My IP address was the same.
